A foundation repair job in Oklahoma may need a city building permit under a general repair or structural-work rule. Ask the repair company to confirm which rule covers your job and include any permit fee in its written quote.

The requirements depend on your city and what the repair changes. Have the company handle any required permit before work begins.
What Oklahoma cities say about repair permits
The table lists general repair rules and related fee categories, as of October 2026. Ask the company which category applies to your repair.
| City | What the city says |
|---|---|
| Oklahoma City | A permit is required to construct, alter or repair any structure. |
| Tulsa | The ordinary-repair definition excludes cutting or removing a structural beam or load-bearing support. Changing the floor structure needs an alteration permit. Repairing walls or floors typically needs a building permit. |
| Edmond | A permit is required to construct, alter, repair, move or demolish a building. |
| Moore | Permits are required for most residential remodels, additions and improvements. |
| Norman | The 2024 fee sheet lists a $50 repair permit. |
| Mustang | The city describes its residential code as covering construction, repair and alteration of homes. |
| Bartlesville | Any structural alteration, remodel or reconstruction needs a permit. A residential remodel permit is a flat $50. |
| Bethany | Replacing or altering a home’s structural systems needs a permit. |
| Choctaw | Permits cover any construction, alteration or repair of a building. |
| Broken Arrow | Permit fees are based on the area involved in construction, modification or repair. |
| Sapulpa | The residential application has a “Repair - No Expansion” box. |
| Warr Acres | Repairs and alterations need two sets of plans. The permit is $0.10 per square foot ($40 minimum) plus a $50 plan review fee. |
| Harrah | A remodel permit is $34, or $59 if structural walls are moved, including the $4 state fee. |
| Elk City | Remodel permits are priced by job value: $20 for work up to $5,000, rising to $150 for work up to $100,000. |
| Noble | The application has an “Alteration/repair” option and asks you to name the foundation contractor. |
| Weatherford | The registration form includes foundation contractors under general contractors: $100 registration and $50 renewal. |
| Seminole | Building permits cover structural repair. |
| Henryetta | A permit is required before digging for, building or repairing any building. |
| Perry | Building, altering or repairing work covered by the code needs a permit and a plot plan drawn to scale. Residential contractors register for $20 a year when a residential building permit is required. |
| Altus | The city’s 2008 code copy requires a building permit for building, remodeling or structurally altering a structure. |
| Guymon | The Building & Remodel permit is $0.19 per square foot, $150 minimum, plus the $4 state fee. |
| Wagoner | A remodeling and alterations permit is $50 plus inspection fees. |
Why a repair can count as an alteration
Tulsa’s May 2026 information sheet distinguishes repairs from alterations. Fixing part of a building to correct damage is a repair. Changing the floor structure is an alteration and needs an alteration permit. The city decides which side of the line a given job falls on. That is one more reason to let a company that pulls Tulsa permits handle it.
Warr Acres requires two sets of plans for repair projects. Tulsa’s guidebook calls for construction plans when damage is extensive or structural.
For a home in a flood zone, ask the repair company whether the work triggers extra floodplain requirements.
What it costs to skip the permit
As of October 2026, Tulsa’s published ordinance lists a penalty for starting work before a required permit is issued. It adds $214 or three times the regular permit fee, whichever is more. In Elk City, building or altering without a permit is a misdemeanor fined $5 to $200, with each day a separate offense.
The Oklahoma Construction Industries Board tells homeowners to see the building permit before work begins. Ask the company to explain which form it will use and what inspections the job needs. The Oklahoma foundation repair page and the cost guide cover clay soil and repair prices.
Getting the permit into the quote
Use the quote form to ask a local repair company for an on-site assessment and a written price. Ask it to list:
- the permit it will pull, or the city rule that says none is needed;
- the permit fee as its own line;
- any plans or engineer’s drawings the city wants;
- the inspections and who will schedule them.
Frequently asked questions
Can I pull the permit myself and hire the company for the labor?
Some cities let owners do work on their own house with the right permits. But the company knows the scope, the drawings and the inspections it needs. Having it pull the permit keeps the paperwork and the work in the same hands.
Does a foundation repair company need a state license in Oklahoma?
No. The Oklahoma Construction Industries Board does not license foundation repair, and general contractors need no state license. Some cities have their own registration. Weatherford's registration form includes foundation contractors. Perry requires registration for contractors doing work that needs a residential building permit. Warr Acres requires contractors doing concrete work to register.
What if the company says no permit is needed?
Ask it to say so in the written quote and to name the city rule it is relying on. If your city has a repair or alteration permit, ask why the job falls outside it.
