For a Warr Acres shelter, have the installer prepare a city permit and two sets of plans. Include the online shelter registration in your installation agreement.

The paperwork behind the $40 permit
As of October 2026, the residential shelter permit is $40 plus a $4.50 state fee. This line covers shelters outside a new-construction permit.
Warr Acres reviews plans before most building work begins. For a shelter job, that means:
- two complete sets of plans
- a survey and a drainage plan, if the city asks for them
- plans drawn by a home designer, which the city prefers
The city also accepts plans drawn by the contractor or the owner, as long as they meet every requirement. The simpler route is the installer. Ask it to prepare both sets and to show every city charge as its own line in the quote.
If the fee itself is the problem, there is a way out. Residents who cannot afford the fee may apply for a hardship permit, subject to city review.
Starting early costs double
The city doubles its charges when work begins before the forms are approved and the fees are paid. It may add a fine. As of October 2026, the schedule lists re-inspections at $50. These rules are a good reason to hire an installer that already pulls permits in Warr Acres. Ask who will request each inspection, and who pays if one has to be done again.
Who does the wiring
Shelter installation itself is outside Oklahoma’s state licensing trades. Lights or an outlet inside the shelter are electrical work, and that needs a state-licensed electrician. In Warr Acres, the electrician must also register its state license with the city before starting. As of October 2026, general contractors need a $60 city business license that expires July 31. Ask the installer which of these it holds and who will do any wiring.
Planning for warnings at home
Warr Acres has no public tornado shelters, and city buildings stay closed during tornado warnings. The outdoor sirens are built to reach people outside and may not be heard indoors. So the plan has to start at your own house. The city’s Fire Department also runs emergency management. Get current warnings and safety guidance from the National Weather Service.
The Oklahoma County chart below counts every tornado whose path touched the county. Its November 19, 1973 entry records an F3 with 5 deaths along a 24.2-mile path across three counties.
Putting the shelter on the city’s list
The online registration form asks for:
- whether this is a new entry, an update, or you are unsure it was ever registered
- the type: in-ground in the garage, in-ground outside, or a safe room inside or outside
- where it sits: attached or detached garage, front yard, back yard or an interior room
- your name and contact details
A 2022 city post gives the reason. Debris can pile on top of a shelter and trap the people inside. A registered location lets crews check that everyone got out once the storm has passed.
Which shelter suits a Warr Acres house
Most homes here are older. The 2020–2024 Census estimates put the median year built at 1965. Only 556 of 4,359 housing units date from 2000 or later. Before choosing a garage unit, ask the installer how it will check the concrete before cutting into it or bolting a room to it. Our guides to garage-floor shelters and above-ground safe rooms explain both options. For a yard unit, have the underground lines marked before anyone digs. The city lists the Okie line locator among its helpful numbers.
The price, and one tax break
Read the price table by shelter type, then compare the full installation work in each bid. Ask how delivery access and any new pad change the price for your house.
One saving does not depend on a rebate cycle. Up to 100 square feet of a shelter is exempt from property tax, and the FAQ explains how to claim it. Neighboring Bethany has its own permit lines, so check which city your lot is actually in.

Questions to ask a shelter installer
Can you show written proof that this shelter and its door meet ICC 500 and FEMA P-361?
FEMA does not certify products and says a seller's claim of meeting these criteria should be backed by independent testing or engineering. FEMA P-320 (2021)
How will it be anchored, and is my slab strong enough for it?
FEMA notes that many prefabricated safe rooms end up on slabs without enough reinforcement, which undermines the protection they are built for. FEMA P-320 (2021)
Who gets the city permit, and can I see it before work starts?
Oklahoma's Construction Industries Board tells homeowners to see the building permit before letting work begin. Oklahoma CIB, Home Repair Tips
Will you register the shelter with the city, or should I?
FEMA advises registering the exact location of the entrance with local officials right after installation, so rescuers can find it if debris blocks the exit. FEMA P-320 (2021)
For a below-ground unit: is my lot in a flood zone, and how will water be kept out?
ICC 500 does not allow below-ground shelters in mapped flood hazard areas, and FEMA recommends a sump pump inside in-ground units. FEMA P-320 (2021)

Frequently asked questions
How much is a storm shelter permit in Warr Acres?
As of October 2026, the city's fee schedule lists a residential Storm Shelter/Safe Room permit at $40. The $4.50 state fee is additional. Have the installer confirm all charges, including whether the listed $15 technology fee applies, and itemize them.
Does a shelter built with a new house need its own permit?
The $40 shelter line applies when the shelter is not part of a new-construction permit. If a builder adds the shelter while building the house, ask the builder to confirm it is covered by the house permit.
How do I register my shelter in Warr Acres?
Fill in the city's online Storm Shelter Registration form. It takes the shelter type, the address and where the shelter sits on the lot. If you bought a house that already had a shelter, pick the option for owners who are unsure whether it is registered.
Is a storm shelter exempt from property tax?
Oklahoma exempts up to 100 square feet of a shelter added after January 1, 2002. Apply with OTC 905 unless the assessor already has it recorded. You must own the property on January 1 and qualify for that tax year. Submit by March 15; annual reapplication is not required. A transfer of ownership ends the exemption.
Is the SoonerSafe rebate open for Warr Acres homeowners?
As of October 2026, Oklahoma Emergency Management has not opened the 2026 SoonerSafe cycle. The 2025 cycle gave priority to 26 counties, and Oklahoma County was not one of them. In an open cycle the rebate is up to $3,000 and no more than 75% of the cost, for a shelter installed after you are selected.
