Choctaw has a permit written just for home storm shelters. Construction may begin only after that Residential Storm Shelter permit is issued. The paperwork changes with the kind of shelter you pick. So choosing a garage, yard or indoor unit also decides what the installer has to draw and submit.

Choctaw the city, not Choctaw County
The city of Choctaw is in the southeastern part of Oklahoma County, according to the 2024 Oklahoma County hazard mitigation plan. The state tax commission’s rate chart gives Choctaw city a different code from Choctaw County. Check that a quote and any paperwork name the city and Oklahoma County. Programs such as SoonerSafe have set their priorities by county.
What the installer submits for each shelter type
Every application on the city’s 2025 checklist starts with the same items:
- the type of shelter;
- its estimated cost and square footage;
- the manufacturer’s specifications showing compliance with the current adopted building code, sealed and signed by an Oklahoma-licensed engineer.
The rest depends on where the shelter goes:
| Shelter | Extra documents the city lists |
|---|---|
| In-ground, in the garage | Simple floor plan with the shelter’s location marked |
| Outdoor | Site plan with dimensioned property lines, easements and right-of-way; locations of the house, shelter and other structures; footing and foundation plans; flood elevation if the lot is in or near a flood-prone area |
| Above-ground, inside the house | Detailed floor plan with existing and new walls, wall section details, door and window sizes |
Every application needs the engineer-sealed specifications. So before you sign, ask whether the installer already has them for the model it proposes.
How the permit moves
The city prefers applications through its online permit portal. It also accepts them in person, by mail or by email, as PDFs combined into one file where possible. Incomplete applications are not accepted. Staff review the plans first. The fee is applied once they comply, and the permit is issued when the fee is paid. Ask the company to put that fee in the written quote.
A permit is valid for six months from issue. The permit holder can ask the building official for an extension. Inspections need 24 hours’ notice. Each one must be approved before work is covered up, and the city makes that the permit holder’s responsibility. Missed inspections can cost extra. For a buried unit, settle in writing which inspection comes before backfill (filling the hole back in). Also settle who pays if one has to be repeated.
Lights or an outlet in the shelter bring in a second permit. Shelter installation has no Oklahoma state license. But Choctaw issues electrical permits only to contractors holding both a State of Oklahoma and a City of Choctaw license.
Floodplains near the North Canadian River
The 2024 county plan records FEMA flood maps dated December 18, 2009. The city’s weather page points to floodplains near the North Canadian River and its tributaries. Building in a designated floodplain takes a separate Floodplain Activity Permit. As of October 2026, the 2025 application form lists $75 for a residential floodplain permit. The city’s FY 2027 development fee schedule lists $120. Have the installer put the current amount in the quote.
Ask the installer to check city approval for an above-ground unit on a mapped lot. The published SoonerSafe rules exclude below-ground safe rooms in floodplains and leave above-ground ones possibly eligible.
Overnight alerts
Between 10 p.m. and 6 a.m., Choctaw’s alert service sends only tornado and fire alerts. It holds back other weather alerts during those hours. That is worth knowing when you pick your warning sources. For current warnings and sheltering guidance, follow the National Weather Service and local emergency management.
The chart below counts tornadoes that touched any part of Oklahoma County from 1950 through 2025. Each rating describes the strongest damage along the whole path.
Budget and the quote
Read the installed and unit-only rows of the Oklahoma price table separately. Budget for the full price, using the dated SoonerSafe status in the FAQ.
When you ask for a Choctaw quote with the form below, ask for:
- the engineer-sealed specifications;
- the floor or site plan the checklist calls for;
- the permit pulled and inspections scheduled by the installer;
- one itemized price that includes the city permit fee and any floodplain permit.

Questions to ask a shelter installer
Can you show written proof that this shelter and its door meet ICC 500 and FEMA P-361?
FEMA does not certify products and says a seller's claim of meeting these criteria should be backed by independent testing or engineering. FEMA P-320 (2021)
How will it be anchored, and is my slab strong enough for it?
FEMA notes that many prefabricated safe rooms end up on slabs without enough reinforcement, which undermines the protection they are built for. FEMA P-320 (2021)
Who gets the city permit, and can I see it before work starts?
Oklahoma's Construction Industries Board tells homeowners to see the building permit before letting work begin. Oklahoma CIB, Home Repair Tips
Will you register the shelter with the city, or should I?
FEMA advises registering the exact location of the entrance with local officials right after installation, so rescuers can find it if debris blocks the exit. FEMA P-320 (2021)
For a below-ground unit: is my lot in a flood zone, and how will water be kept out?
ICC 500 does not allow below-ground shelters in mapped flood hazard areas, and FEMA recommends a sump pump inside in-ground units. FEMA P-320 (2021)
If I want the SoonerSafe rebate, should I wait until I am selected?
SoonerSafe does not pay for a shelter installed before you are notified of selection, and the installer has to sign the certificate of installation. SoonerSafe FAQ (Oklahoma Emergency Management)

Frequently asked questions
How much is a storm shelter permit in Choctaw?
The city applies the fee once staff find the application complete and compliant. The permit is issued when the fee is paid. Ask the installer to put the permit fee, and any floodplain permit, in the written quote.
What do I submit for a shelter under my garage floor?
Under the city's 2025 checklist, an in-ground garage shelter needs a simple floor plan of the house and garage with the shelter's spot marked. The items required for every type still apply. Those are the type of shelter, its estimated cost and square footage, and the manufacturer's specifications showing code compliance. The specifications must be sealed and signed by an Oklahoma-licensed engineer.
How long is a Choctaw shelter permit good for?
Six months from the day it is issued, according to the city's construction procedures. The building official can grant an extension if the permit holder asks for one. Raise it early if the installer's schedule slips.
Is Choctaw in Choctaw County?
No. The city of Choctaw is in Oklahoma County. The Oklahoma Tax Commission lists Choctaw city and Choctaw County under separate codes. Permits for a shelter inside city limits go through the City of Choctaw.
Who books the inspections for a Choctaw shelter?
The city puts inspections on the permit holder. Each needs 24 hours' notice by email or through the city website. When the installer pulls the permit, agree in the contract that it schedules every inspection and sends you the results.
Can I get a SoonerSafe rebate for a shelter in Choctaw?
As of October 29, 2026, Oklahoma Emergency Management listed the 2026 SoonerSafe program as not open. Under the published rules, the rebate is up to $3,000 and no more than 75% of the cost. Installation must wait until you receive notice of selection to qualify for SoonerSafe.
