Harrah has its own storm shelter permit, priced by size. As of October 2026, the city fee schedule lists it at $34.00 plus $0.15 per square foot. Registering the finished shelter with the city is listed at no charge.

Permit first, then the dig

Harrah wants every job permitted before work starts. If work begins before the permit is issued, the city doubles the permit cost. So the permit date has to come before the delivery date, not after it.

Each city inspection is $25, and a re-inspection is $50. Have the installer confirm any state charge and whether the $25 excavation permit applies to your dig. City permit staff use the project details to decide which permits it needs.

Put these permit tasks in the installation agreement:

  • file the shelter permit and any other permit the city wants
  • list each permit and inspection fee in the written quote
  • say who pays if a re-inspection is needed

Checking the Harrah contractor license

Harrah says all contractors must be licensed with the city before starting any work. Electrical, mechanical and plumbing permits also come with a license rule. Every worker on those trades, from contractor to apprentice, needs an active Harrah license. As of October 2026, the contractor license for those trades costs $150. Oklahoma itself has no license for shelter installers, so the city license is the one to check.

The city posts a list of licensed contractors on its Forms page. Look for the installer’s name, and for the electrician’s if the shelter gets lights or an outlet.

The floodplain through the middle of town

Harrah’s 2018 plan identifies 1,278 acres of FEMA floodplain. It runs through the middle of town and along the North Canadian River to the east. The city’s Floodplain Administrator reviews plans for new construction.

On a lot inside that strip, the shelter type matters. SoonerSafe, when it is open, does not cover a below-ground safe room in a floodplain, but an above-ground room may qualify. Ask the installer to check the flood map for your address and price an above-ground safe room if the lot is in it.

November 3, 2024, and the county record

A tornado struck Harrah on November 3, 2024. As of the city’s November 27 update, FEMA had made no disaster declaration. Homeowners had to haul off their own construction and household debris. Use the Oklahoma County chart below alongside that city history when planning a shelter purchase.

For warnings, the city offers a free, voluntary mass notification sign-up that includes weather alerts. The Fire Department points residents to the regional outdoor warning siren guidelines. Follow National Weather Service guidance for current storm warnings.

Which shelter suits a Harrah home

The 2020–2024 Census estimates count 979 Harrah housing units built before 1980 and 921 in 2000 or later. In an older house, ask how the installer will check the garage slab before setting a unit in it. A bigger shelter adds a little to the permit, at $0.15 per square foot. Nearby Choctaw and Oklahoma City run their own permits, so make sure the quote is written for Harrah.

Getting Harrah quotes side by side

Use the Oklahoma price table to compare the same shelter type across bids. Digging, delivery and slab work should each be clear in the written price. These published ranges are a starting point for the site quote.

For a free quote, send the form below with your preferred shelter location. Request a site visit and a price that covers:

  • an on-site look at the garage or yard spot, with a flood map check
  • the shelter permit and city registration handled by the installer
  • an itemized price: permit by square foot, inspections, delivery, dirt haul-off
  • the company’s Harrah license, matched to the city’s list
