A storm shelter in Broken Arrow needs a city building permit. The city’s October 2026–September 2027 shelter fee and state and city add-ons come to $72.50. That is $68 for the shelter plus $4.50 in state and city add-ons. Once the shelter is installed, you can add it to the city’s voluntary shelter registry. The registry held about 3,400 safe rooms when the 2022 hazard plan was written.

The permit and the fees around it

The $72.50 includes the shelter line and the state and city add-ons. The same table lists a $103 residential plan review fee and a $5.15 data retention fee per permit. The manual does not tie either one to shelters. Have the installer confirm which charges apply. Ask the company to file the permit through the Citizen Self Service Portal. Ask it to show the full permit cost as one line in the quote, so two bids compare on the same basis.

Two other rules from the city are worth knowing before work begins. A permit is valid only once it is paid in full and posted at the job site. As of October 2026, the listed penalty for starting work without a permit is $155. Ask to see the posted permit before the crew starts digging or drilling. City inspectors check every phase of construction under the 2024 International Residential Code, with state and city amendments. Inspections are scheduled through the same portal, so ask the installer to handle them.

Lots near the floodplain

Broken Arrow requires a Floodplain Development Permit for any development in its regulatory floodplain, not only buildings. As of October 2026, the application fee is $180.94. No work may start until the permit is issued. The 2022 city plan describes a home elevation rule of the 100-year flood level plus 28 inches. (A 100-year flood is one with a 1-in-100 chance of happening in any year.)

The 2022 hazard plan noted that none of the city’s registered safe rooms were in the floodplain. A buried shelter on a mapped lot is a harder case. SoonerSafe does not accept a below-ground safe room in a floodplain, though an above-ground one may qualify. Ask the installer to check your address before it quotes. If the lot is mapped, ask it to price an above-ground option.

Tulsa County, Wagoner County and the sirens

Broken Arrow lies in both Tulsa and Wagoner counties. The chart below covers Tulsa County. Wagoner County’s NOAA record has 64 tornadoes from 1950 through 2025. Four had whole-path ratings of F3/EF3 or stronger; none of the 64 had a recorded death along its path. A tornado that crosses the county line is counted in both.

The city has 56 outdoor warning sirens. They sound when the National Weather Service issues a tornado warning for Broken Arrow. They also sound when police or fire spot a tornado. The sirens are tested at noon on the first Wednesday of each month, March through September. There is no all-clear siren, so follow the National Weather Service for when a warning ends.

Matching the shelter to the house

The city’s 2022 plan says there are no public safe rooms in the planning area, only thousands of private ones. By the Census estimate, 18,476 Broken Arrow homes were built in 2000 or later. A newer house does not settle whether its garage slab can carry an anchored safe room (one bolted to the floor). Ask the installer to compare a garage unit with a yard or above-ground option on your actual lot.

The Oklahoma installer prices in the table come from companies near Blanchard and Ardmore. Their delivery terms are tied to distance. A company that already works in Broken Arrow can give you the local version, with delivery, dirt haul-off and the permit spelled out.

The registry form and rebates

The city’s printed registry form asks whether the shelter is above ground or underground. It also asks where it is: garage, master closet, backyard, under the stairs or elsewhere. The form asks owners to list only certified installed shelters. Ask the installer to confirm what paperwork the city accepts.

The published SoonerSafe rules cap rebates at $3,000 and 75% of the actual cost. Installing before notice of selection makes the shelter ineligible.

Getting a Broken Arrow quote

When you request a quote, ask for:

  • an on-site look at the garage and yard;
  • a floodplain check for your address;
  • the permit filed and posted by the company.

The itemized price should show the permit with any review fees, delivery, dirt haul-off and anchoring. That way you can line it up against the price table below.
