A storm shelter in Guymon needs a city permit, and the listed cost is $39 as of October 2026. Ask an installer who works under the city’s licensing rules to include the permit and plans in your quote. The location you choose also needs an on-site look.

What the Texas County record says

Most tornadoes in Texas County’s 1950–2025 record were rated F0 or EF0. Use the county chart below as background when discussing a shelter with an installer. See the Texas County storm shelter page for the full county picture.

Guymon’s fire department covers about 525 square miles with 47 firefighters. Its rescue team trains for structural collapse and has worked the Woodward tornado. For warnings, follow the National Weather Service and Texas County Emergency Management, which runs storm spotting and tornado alerts for the county.

Guymon’s fee lines

The city adopted the published fee schedule on December 10, 2024. As of October 2026, the lines that touch a home shelter are:

  • residential safe room or storm shelter: $35
  • state fee on all permits: $4
  • an extra inspection outside the permit schedule: $35 for the first, $50 for each after that
  • an inspection outside the 8-to-5 workday: $200 for the first two hours, then $75 an hour

Those inspection charges depend on the inspection requested, rather than the crew’s working hours. Ask the installer who pays for a repeat inspection. Also ask which plans it will upload with the application and whether its price covers them.

The city license to ask about

Guymon licenses general contractors itself. The license costs $50, with a cap of $125 per company, and runs for the calendar year. The city asks for proof of liability insurance and workers’ comp. Oklahoma has no state license for shelter installers, so this city license is the local paper to ask for.

If the shelter needs wiring, include that work in the electrical price. The city licenses electricians too. As of October 2026, the schedule lists a basic residential electrical permit at $60 for up to 800 square feet.

Garage, yard or above ground

ACS estimates put 601 of the city’s 4,466 housing units in the 2000-or-later group. On an older house, ask how the installer will check the garage slab. That matters for a garage floor shelter and for an above-ground safe room bolted to the slab.

For a yard unit, think about water first. Guymon gets less rain than much of the state. The city still says its periodic heavy downpours can cause flooding. Outside city limits, Texas County requires a floodplain permit for any digging in the floodplain. On a lot in a mapped flood area, SoonerSafe, the state rebate program, will not fund a below-ground unit. The program allows possible eligibility for an above-ground safe room instead.

Rebate and tax break

Texas County was outside the 26-county priority group for the 2025 SoonerSafe cycle. The tax break does not depend on any cycle. The Oklahoma Constitution exempts up to 100 square feet of a shelter added after January 1, 2002 from property tax. You claim it once, on form OTC 905 with the county assessor, by March 15 for that year.

Include delivery and inspection charges

Request a free Guymon quote below to compare the shelter price with delivery and site work included. Say whether you are thinking of the garage, the yard or an above-ground room. Also say whether you live inside city limits. A quote worth comparing lists:

  • a visit to review your chosen location
  • the $39 permit and the plans the installer will upload
  • the installer’s Guymon contractor license
  • delivery, dirt haul-off and any pad or anchoring, each on its own line
  • who pays if an inspection has to be repeated
