Bartlesville requires a building permit for every storm shelter inside city limits, above or below ground, indoors or out. The city issues it only to the licensed contractor hired to install the shelter. As of October 2026, the permit form lists $54 for a below-slab shelter and $24 for one above the slab, state fee included. So the permit is a small line next to the price of the shelter itself.

The installer carries the paperwork
Homeowners cannot pull this permit, so the contractor you hire does the filing. The city’s June 2024 process sheet has it submit three things to the License & Permit Center:
- a building permit application signed by the licensed contractor
- a site plan or floor plan showing where the shelter goes, its size and its distance from the nearest walls or property lines
- the shelter’s specifications, built to ICC/NSSA 500, FEMA 320 or another equivalent engineered and stamped design (the national shelter standards)
Review can take up to three business days. The contractor pays the fees before the permit is issued. The permit has to be on the site before any work starts. Starting without one adds a penalty equal to 100% of the permit fee. The online fee schedule shows a flat $20 for storm shelters rather than the form’s two amounts. So ask the company to state the fee it will pay in the quote.
The permit does not allow a permanent structure on an easement, dedication or right-of-way. The applicant certifies that the site plan shows them all. Give the installer your plat or survey (the map of your lot) at the first visit. Ask it to mark a spot clear of utility easements.
Two visits from the city inspector
Most Bartlesville shelters get two inspections. One comes after the digging and a final one after installation. The contractor schedules both. The inspector needs to be able to get into the shelter.
For an in-ground unit inside a building, the inspector comes after the hole is cut to check that the house foundation was not damaged. Ask the installer how it cuts and digs near the footing (the base of the house wall). Also ask what happens if the inspector finds a problem.
Garage, yard or above ground
By the Census estimate, only 2,380 of Bartlesville’s 16,672 homes were built in 2000 or later. So most houses here are more than 25 years old. That does not rule out a below-slab unit. But it is worth comparing with a yard shelter or an above-ground safe room on the same visit. The permit form itself asks:
- garage or yard
- below or above ground level
- whether the lot is in a flood zone
Flood zones and the city limits
Any development in Bartlesville’s floodplain needs a separate Flood Development permit from the city’s Engineering Department. The city’s GIS (map) website shows floodplain areas inside city limits. For SoonerSafe, a below-ground shelter in a floodplain is ineligible, but an above-ground safe room may qualify. If your lot is mapped, ask the installer to price an above-ground option alongside a buried one.
Bartlesville spans Washington and Osage counties. The tornado chart on this page covers Washington County. A 2016 city news item said shelters outside city limits need no city permit unless the property is in a floodplain. That matters if you live just past the boundary.
Registration, sirens and past rebates
Washington County Emergency Management keeps the shelter registry. The city’s paperwork tells owners to contact it after installation, so the GPS location is on record. Weather permitting, the county EOC tests Bartlesville’s sirens on the first Monday of each month at 1:15 PM.
The county has run its own safe room rebates. The 2021 round paid up to 75% of the cost, capped at $2,500, for single-family homes. It closed September 3, 2021. In 2022, a $100,000 grant offered 125 rebates at 90% of the cost, up to $3,290. Both rounds are over. The October 29, 2026 state program notice says the 2026 SoonerSafe cycle is not open.
What to ask for in a Bartlesville quote
Request a quote and ask for an on-site look at the garage and yard. Have the company pull the permit and confirm the inspection stages for your model. The itemized price should show:
- the permit fee
- the shelter
- digging or anchoring
- dirt haul-off
Ask for a site plan that marks your easements too.

Questions to ask a shelter installer
Can you show written proof that this shelter and its door meet ICC 500 and FEMA P-361?

How will it be anchored, and is my slab strong enough for it?
FEMA notes that many prefabricated safe rooms end up on slabs without enough reinforcement, which undermines the protection they are built for. FEMA P-320 (2021)
Who gets the city permit, and can I see it before work starts?
Oklahoma's Construction Industries Board tells homeowners to see the building permit before letting work begin. Oklahoma CIB, Home Repair Tips
Will you register the shelter with the city, or should I?
FEMA advises registering the exact location of the entrance with local officials right after installation, so rescuers can find it if debris blocks the exit. FEMA P-320 (2021)
For a below-ground unit: is my lot in a flood zone, and how will water be kept out?
ICC 500 does not allow below-ground shelters in mapped flood hazard areas, and FEMA recommends a sump pump inside in-ground units. FEMA P-320 (2021)
If I want the SoonerSafe rebate, should I wait until I am selected?
SoonerSafe does not pay for a shelter installed before you are notified of selection, and the installer has to sign the certificate of installation. SoonerSafe FAQ (Oklahoma Emergency Management)
